which one is it?

the java juice around the corner has a temporary smoothie king and  “new and improved” sign over its door this morning. It has changed names half a dozen times since opening  and been a smoothie king at least twice . My question is when something is ‘new and improved!’  Which is it? If it’s new, then there has never been anything before it.  If it’s an improvement, then there must have been something before it, couldn’t be new?

    “under new management” makes me ask what does this mean and how does this make things different. Often the underlings haven’t a clue OR they say nothing really did change but the manager.
